TWO NEW, CUTTING-EDGE PROGRAMS FROM THE CITY OF COSTA MESA

City of Costa Mesa Introduces "Costa Mesa Connect" Smart Phone App  

The City of Costa Mesa has launched a smartphone application called Costa Mesa Connect, a tool that allows residents to access city services on their smart phones, through the City's website (www.costamesaca.gov/connect), or text messages.With Costa Mesa Connect, residents can submit, track and view nearby requests for services such as graffiti removal and pothole repairs.  When residents submit service requests via smartphones, the app automatically alerts City staff to the precise location of the problem. Residents also have the option of using their smartphone camera to upload a photo to better assist staff.  To help the City reach out to all residents, the application features One Voice Translation to support over 17 languages. When a resident submits a request in another language, the request is automatically translated into English for city staff. Any subsequent updates on the request are automatically translated back into the resident’s preferred language.The App also provides access to Costa Mesa news, calendar listings, public meeting agendas and more. Costa Mesa Sanitary District Approves Organics Recycling ProgramCosta Mesa Sanitary District Directors have approved an Organics Recycling Program. The new system could begin as soon as November. The program, estimated to cost about $504,000 annually, will have residents separate their organics, which include gardening clippings and food scraps, from their regular trash. The materials will go in a special bin to be picked up the same day as the rest of the trash, by a separate truck.The organic materials will eventually be converted to renewable natural gas at a facility in Perris that is currently under construction. The program will also have the benefit of reducing landfill waste.  Because Costa Mesa was among the very first to adopt this program, the district is guaranteed the lowest anaerobic digestion fee in Orange County, and should a lower rate be negotiated elsewhere, Costa Mesa would get the lower fee.How the program will affect customers' rates hasn't been determined, however. That matter probably won't be discussed and finalized until February 2015. District officials have said a roughly $4-million reserve fund could pay for the program initially. The directors may also choose to implement small, gradual rate increases to cover the costs.
