Costa Mesa Passes Barking Law
The Costa Mesa City Council amended its laws to begin administering fines on owners whose dogs make excessive noise. Under the new law, a dog disturbance is defined as barking, howling, or crying that lasts for 30 minutes continuously or for 60 minutes over a 24 hour period. If Costa Mesa receives a complaint, residents will be notified first verbally and then through a personal visit or registered letter. Citations will be handed out with various penalties depending on the number of citations a person receives within a year. Fines will range from $200-$403.
